Think back to chapter 25 and the growth of the cities during the late 1800's. All of the issues with immigrants and housing combined with women rights issues as well as early fights for temperance was all happening then. Not until the Progressive era of the 1900-1920 time did these things get addressed. So in a nut shell, the question is asking you how the progressive era of Roosevelt and Wilson (1900-1920) was an extension of the early reform movements started back in the 1880's and 1890's. Basically, how does chapter 25 compare to chapter 28 in terms of social issues and government increasing their roles in helping society. Good luck!
